If a depository institution or
other payments-system participant believes that the Federal Reserve’s
priced-services policies or practices are not in accord with the competitive
analysis or other criteria described above, it should communicate
its concerns to the first vice president of the local Federal Reserve
Bank. If the institution wishes to pursue the matter further after
discussing the issue with the Reserve Bank staff, it may address its
concern to the Board member designated as chairman of the Board’s
Committee on Federal Reserve Bank Affairs.
