For purposes of this part, the
following definitions apply:
(a) Business day means any day except Saturday, Sunday or a legal federal holiday.
(b) Guardian means the parent of a minor,
or the legal guardian of any individual who has been declared to be
incompetent due to physical or mental incapacity or age by a court
of competent jurisdiction.
(c) Individual means a natural person who is either a citizen of the United States
or an alien lawfully admitted for permanent residence.

(d) Maintain includes maintain, collect, use, or disseminate.
(e) Record means any item, collection, or
grouping of information about an individual maintained by the Board
that contains the individual’s name or the identifying number, symbol,
or other identifying particular assigned to the individual, such as
a fingerprint, voice print, or photograph.
(f) Routine use means, with respect to disclosure of a record, the
use of such record for a purpose that is compatible with the purpose
for which it was collected or created.
(g) System of records means a group of any records under the control
of the Board from which information is retrieved by the name of the
individual or by some identifying number, symbol, or other identifying
particular assigned to the individual.
(h) You means an individual making a request under the Privacy Act.
(i) We means the Board.
