Board has indicated that community
development corporations should be designed primarily to promote community
welfare and should not be designed primarily to promote profits. Nevertheless,
Board policy does permit profits to be earned and dividends to be
paid to the parent bank holding company and does not insist that the
community development corporation must be only charitable. BHC-180;
