The Board, the FDIC, the National Credit Union Administration, and the OCC are adopting final changes to the Uniform Rules of Practice and Procedure to recognize the use of electronic communications in all aspects of administrative hearings and to otherwise increase the efficiency and fairness of administrative adjudications. The Board is also modifying its rules of administrative practice and procedure by adopting a final rule to amend subpart B of 12 CFR part 263—the Board Local Rules Supplementing the Uniform Rules—and to create a new subpart K (sections 263.450 through 263.457) establishing new rules governing all Board formal investigations. The new subpart K replaces subpart L of Regulation LL (12 CFR part 238), which is eliminated.
