Policy Statements
The Board issued on August 1, 2023, an addendum to the Interagency Statement on Funding and Liquidity Risk Management to reinforce that depository institutions should maintain actionable contingency funding plans (Guidance, Risk Management at 3-1579.2).
On October 24, 2023, the Board, the Federal Deposit Insurance Corporation (FDIC), and the Office of the Comptroller of the Currency (OCC) issued Principles for Climate-Related Financial Risk Management for Large Financial Institutions. More... The principles are intended to support efforts by financial institutions to focus on key aspects of climate-related financial risk management. The principles cover six areas: governance; policies, procedures, and limits; strategic planning; risk management; data, risk measurement, and reporting; and scenario analysis. The principles also describe how climate-related financial risks can be addressed in other risk categories including credit, liquidity, other financial risk, operational, legal and compliance, and other nonfinancial risk. This guidance applies to financial institutions with over $100 billion in total consolidated assets (Guidance, Risk Management at 3-1579.231).
Proposed Rules
On September 18, 2023, the Board, the FDIC, and the OCC published in the Federal Register a proposal to substantially revise the capital requirements applicable to large banking organizations and to banking organizations with significant trading activity. On September 1, 2023, the Board published in the Federal Register a proposal to amend the Board’s rule that identifies and establishes risk-based capital surcharges for global systemically important bank holding companies.
