When state law requires notice of an application to establish a branch
to be published after the application is filed and when the Federal Reserve
System rules require publication prior to application, the Reserve Banks may
reduce the applicant’s burden by receiving branch applications before notice
is published. The application, however, will not be approved prior to the end
