Background and Summary of the Board’s Rules of Organization

Section (a)(1) of the Freedom of Information Act (5 USC 552, Pub. L. 89-554, 80 Stat. 383) requires all agencies to publish a description of their central and field organizations in the Federal Register. The Rules of Organization, promulgated pursuant to this statutory requirement, detail the central and field organizations of the Board of Governors of the Federal Reserve System.
Section 2 outlines the composition of the Board and provides information about the principal offices of the Board, its business hours, and how to obtain public information. Section 3 is concerned with the central organization of the Board. The various offices, divisions and officials are enumerated and their respective responsibilities delineated. Section 4 deals with the field organization, consisting of Federal Reserve Banks and Federal Reserve agents. This section describes the boundaries of the 12 Federal Reserve Districts and specifies the duties of both the Reserve Banks and Federal Reserve agents. Included in an appendix are a list of the addresses of the 12 Federal Reserve Banks and their branches and a map of the Districts.
